On Monday, the Dicastery for the Doctrine of the Faith published a "declaration" regarding the pastoral meaning of blessings and how pastors ought to approach the situation in which a same-sex-attracted couple request a blessing. A "declaration" is the highest level instruction that the Dicastery for the Doctrine of the Faith can issue. It can be issued "in forma specifica," which means that it bears the signature of the Holy Father; however, this instruction was simply approved by Pope Francis in an audience, not cosigned by him.
As is often the case, there is much misinformation being spread about this document. News outlets have misrepresented this as the church blessing same-sex unions, though the document specifically forbids that practice. Instead, the Dicastery is specifically reinforcing what Pope Francis and previous popes have said regarding permitting gay marriage: the Church does not have the power or authority to do that.
