The first precept or commandment of the Church is “To attend Mass on Sundays and holy days of obligation and rest from servile labor.” This precept is tied to the second commandment, “To keep the Sabbath holy.” From the first days of the Church’s inception, the Sabbath was transferred to Sunday, “the Lord’s day.” More than just honoring God and resting from work, the Church commands each of the faithful to assist prayerfully at the Holy Sacrifice of the Mass. Since the Eucharist is “the source and summit of the Church’s activity,” it is incumbent on the faithful to gather together for the Holy Sacrifice of the Mass. It is at the altar of God that the soul receives its nourishment and is imbued with sanctifying grace to go forth and live the Gospel message in the world amongst our ordinary activities.
The Church cannot command something that is impossible. The faithful who would risk their own health/safety or the health/safety of others by assisting at Holy Mass are not obliged to attend. This exempts those who are sick, prevented by natural disaster or harsh weather events, and those first responders / medical personnel who must justifiably work for the benefit of their neighbor. However, no one is justifiably excused from the second commandment to keep the Lord’s day holy. This means that all are required to find some special way to worship God insofar as their circumstances allow. Watching Mass online / on TV is not a substitute for the precept of the Church to attend Mass. However, when one cannot attend Mass due to circumstances beyond their control, they must honor the Lord in a special way as is dictated by the commandment — watching Mass, reading the Gospel, saying some extra prayers, spending time in spiritual reading, etc. The Church can dispense from the first precept of the Church, because it is her law. The Church cannot dispense from the commandments, because they are God’s law.
In terms of resting from servile labor, we must not be too scrupulous. Servile labor is normally understood to mean backbreaking work which one would employ a servant for if he could. Many tasks that we might carry out on Sunday are not backbreaking. Sometimes families will throw an extra load of laundry in or get some gardening done. These are not sinful. Gardening and yard work may be an enjoyable, relaxing, restful task for some people. It is important, though, that we do not delay things to Sunday. We should plan our week so that we have household work done so that Sunday can be reserved for God. It is the duty of the head of the family on Sundays to lead the family in the prayer of the Mass and direct the feasting in the home towards the glory of God.
